Sanwo-Olu’s Commissioner: Only Defence Buildings Exempt from Lagos State Permits

Lagos State Government has reaffirmed that all building developments in the state must obtain planning permits, declaring that only defence-related facilities are exempt from the rule.

The Commissioner for Information and Strategy, Gbenga Omotoso, stated this while addressing concerns over unapproved constructions in the state. According to him, whether or not the land belongs to the Federal Government, developers are required to seek proper approval from Lagos State authorities before commencing work.

“Only defence buildings and similar national security facilities are exempted. Every other project must obtain the necessary permit from the state government,” Omotoso said.

This clarification comes amid reports of growing enforcement action by the Lagos State Physical Planning Permit Authority (LASPPPA), which has been sealing buildings erected without approvals.

Urban planning laws in Lagos mandate permits for virtually all forms of construction. The state government argues that this ensures safety, orderliness, and compliance with Lagos’ master plan.

However, legal experts note that the situation can sometimes be complex due to Nigeria’s federal structure. While state laws regulate development, certain categories of federal projects—particularly defence installations—fall primarily under federal jurisdiction.

Governor Babajide Sanwo-Olu has repeatedly warned that no building will be allowed to stand in Lagos without a valid permit, emphasizing that lawlessness and disregard for planning rules will not be tolerated.

The Lagos State Government has also urged developers, both private and public, to regularize their projects where approvals have not been obtained.

Lagos, Nigeria’s commercial capital, is home to rapid urban expansion and rising construction activities. The latest statement underscores the government’s resolve to tighten control over development, with defence facilities standing out as the only confirmed exemption from permit requirements.
