ICAN Exam Malpractice Scandal: Finance Commissioner, Access Bank Manager Linked to Proxy Fraud Allegations

The Institute of Chartered Accountants of Nigeria (ICAN) has reportedly uncovered an alleged case of examination malpractice involving high-profile individuals, including Taraba State Commissioner for Finance, Dr. Sarah Enoch Adi, and a branch manager of Access Bank.
According to multiple media reports, including SaharaReporters and NewsmakersNG, a man identified as Abraham Moses was apprehended during ICAN’s professional examinations in Jalingo. He allegedly confessed to sitting the exam on behalf of the commissioner after being contracted through an intermediary named “Joshua.”
Sources further allege that an Access Bank manager, Martins Emmanuel, was also implicated in the proxy exam scheme. Reports suggest that ICAN’s local examination malpractice committee documented at least eight cases of impersonation in its interim findings.
A video published by some investigative outlets appears to show the suspect admitting to being hired for the proxy exam, heightening public scrutiny of the case.
As of now, ICAN has not released an official statement confirming the allegations, and no court documents have surfaced to show formal charges against the individuals named. Efforts to obtain comments from the Taraba State government, Access Bank, and ICAN headquarters have not yet yielded responses.
The unfolding scandal has sparked debate within Nigeria’s financial and academic communities, raising concerns about integrity in professional examinations and the possible involvement of top officials.
