Saudi Arabia Partially Eases Alcohol Ban for Select Foreign Residents in Riyadh

Saudi Arabia has reportedly relaxed its strict alcohol regulations for a limited group of wealthy, non‑Muslim foreign residents in Riyadh, allowing them to purchase alcohol legally under tightly controlled conditions.
According to media reports, the policy applies primarily to non‑Muslim expats holding “premium residency” or high-income status, who can now buy alcohol from authorised outlets. Previously, only foreign diplomats had limited access to alcoholic beverages in the kingdom.
Authorities maintain strict restrictions on consumption:
Alcohol can only be purchased through special licenced stores.
Buyers must prove residency and income eligibility.
Public consumption remains prohibited, and export or resale outside authorised channels is illegal.
The move reflects a gradual and limited liberalization, as the alcohol ban continues to fully apply to Saudi citizens and Muslim residents, who face legal penalties for possession or consumption of alcohol.
While some media outlets described the policy shift as a lifting of the alcohol ban, experts caution that the change is narrow in scope and does not represent a nationwide repeal of Saudi Arabia’s longstanding prohibition laws.
