Waziri Adio: Oversight Failures by National Assembly, Federal Agencies Enabled PFIPC Scandal

Waziri Adio, founder and Executive Director of Agora Policy, has attributed the controversy surrounding the purported Presidential Foreign Intervention Promotion Council (PFIPC) to serious oversight failures by the National Assembly and key federal government agencies. He argued that weaknesses in institutional accountability allowed the disputed body to gain a level of official recognition before questions were raised about its legitimacy.
Adio made the observations in his weekly newspaper column titled “Oversight Gaps and PFIPC’s Royal Mess,” published in ThisDay newspaper. In the article, he contended that the controversy should not be viewed as the failure of a single individual or institution but as evidence of broader systemic lapses within Nigeria’s governance structure. According to Adio, the National Assembly failed to exercise adequate oversight over executive activities, while several government agencies did not carry out sufficient due diligence before interacting with or recognising the purported council. He maintained that stronger institutional checks could have identified and addressed irregularities much earlier.
The policy expert noted that effective democratic governance depends on robust oversight mechanisms capable of detecting administrative inconsistencies before they develop into national controversies. He argued that oversight institutions should not merely react after problems emerge but should proactively verify the legality and credibility of organisations claiming official status.
Adio further stressed that agencies responsible for corporate registration, public administration, security, and financial regulation all have complementary roles in ensuring that only duly authorised entities participate in government activities. He suggested that closer coordination among these institutions would reduce the likelihood of similar incidents occurring in the future.
While acknowledging the Presidency’s clarification that the PFIPC is not a recognised government agency, Adio said the controversy nonetheless exposed weaknesses in Nigeria’s administrative processes. According to him, the issue raises important questions about how the organisation was allegedly able to interact with government institutions before its status became publicly disputed.
He called for a comprehensive review of existing oversight procedures, recommending stronger verification protocols, clearer inter-agency communication, and greater transparency in official government engagements. He added that reforms should focus on preventing institutional failures rather than merely assigning blame after controversies arise.
Adio concluded that the PFIPC controversy presents an opportunity for Nigeria to strengthen governance and accountability systems.
