The United States Government has designated a Lagos-based Nigerian, Muhammad Mukhtar Adamu, as an alleged financier of the Islamic State West Africa Province (ISWAP), accusing him of facilitating financial transactions and money transfers linked to the terrorist group. The designation was announced by the U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) as part of a broader sanctions programme targeting individuals and entities allegedly connected to ISIS financial networks.

According to U.S. authorities, Adamu was identified as a financial facilitator who allegedly helped move funds on behalf of ISIS-affiliated groups operating in West Africa. The sanctions also targeted several entities, including bureau de change businesses, that were allegedly involved in financial activities connected to the network.

The U.S. Treasury stated that the measures are aimed at disrupting financial channels used by terrorist organisations to fund operations, coordinate activities, and support affiliated groups across different regions. The sanctions freeze any assets subject to U.S. jurisdiction and generally prohibit transactions involving designated persons and entities.

The announcement comes amid intensified cooperation between Nigeria and the United States in counterterrorism operations targeting extremist groups, including ISWAP and Boko Haram. Recent joint operations by both countries have focused on disrupting terrorist leadership structures and financial networks in the region.

While the U.S. government has made the allegations public through its sanctions process, no court conviction was cited in the announcement. Sanctions designations are administrative actions and do not by themselves constitute a criminal conviction.

Security analysts note that cutting off funding sources remains a critical component of efforts to weaken terrorist organisations, as financial networks are often used to support recruitment, logistics, and operational activities.

As of the time of filing this report, there has been no publicly reported response from Muhammad Mukhtar Adamu regarding the allegations contained in the U.S. sanctions announcement.
