The Lagos State Government has unveiled plans to begin the pilot rollout of 24-hour electricity franchise zones by October 2026 as part of efforts to transform power supply across the state.

The initiative, being coordinated by the Lagos State Electricity Regulatory Commission (LASERC), is designed to test localized electricity distribution models capable of delivering round-the-clock power to selected communities.

Under the proposed arrangement, designated franchise zones will receive electricity through independent power systems aimed at improving reliability, efficiency, and customer service.

Officials say the programme forms part of broader electricity market reforms introduced under the Lagos Electricity Law, which provides the framework for a more decentralized and competitive power sector.

To support the initiative, the state has approved licenses for off-grid and embedded power operators while also entering into power purchase agreements intended to expand electricity generation capacity.

A major component of the reform agenda is the introduction of the “Electric Eye of Lagos,” an AI-driven metering system expected to improve monitoring, transparency, and billing efficiency within the electricity market.

The pilot franchise zones will serve as test cases for future expansion, with authorities seeking to determine the operational and commercial viability of dedicated 24-hour power districts.

Energy experts say the programme could significantly improve electricity reliability for participating communities if successfully implemented.

The Lagos State Government has expressed optimism that the reforms will strengthen the state’s electricity market and contribute to economic growth, improved business productivity, and better living standards.
